ORGANIZATIONAL SOURCES OF FUNDS
RDSA manages an annual portfolio of around 1 million USD divided into different projects in different sectors of intervention and coming from different donors. Our main donors include: Somali Diaspora community, Somalia Humanitarian Fund – SHF, Arche noVa, IOM, Local organizations, and Private Citizens.
MONITORING & EVALUATION
RDSA Programs Manager oversees the monitoring and evaluation systems in place at all phases of project development, design, inception, Monitoring and Closure phase, a specific Monitoring, Evaluation, Accountability and Learning reporting system is put in place by the MEAL Officer, Project Officers, Project Managers, and Programs Manager. RDSA has standard procedures for monitoring and reporting, which include a monthly report from the Project Officers and Project Managers shared with the Programs Manager. The report contains information on the development of the activities, problems and solutions encountered during the period and the needs to be addressed in the next term. COMPLAINT & FEEDBACK MECHANISM
Complaint and Feedback Mechanism – CFM is aimed at giving a voice to affected populations, including minority and marginalized groups, to enable them to provide feedback, express concerns, and lodge complaints through a confidential and trusted channel. RDSA has channels to handle AAP and CFMs, including toll-free hotline# 2318 and 0771719117, a dedicated phone # available for calls every day from Saturday to Thursday between 8:00 am to 6:00 pm. Stickers printed on Hotline numbers are fixed on the walls of WASH infrastructure and are distributed to beneficiaries. Additionally, suggestion boxes are installed in very visible locations like community centers and water points for anonymous submissions of feedback or complaints. Complaints can be lodged anonymously if desired, ensuring confidentiality and protection for complainants. RDSA takes complaints very seriously, and the MEAL (Monitoring, Evaluation, Accountability, and Learning) officer is the first person to handle the complaint and registers it immediately when the beneficiary complains. The program team is notified without sharing the complaint details, as the raised issues are addressed. The complainant is given feedback immediately, and a follow-up call is made to check the convenience of the complaint. If the necessary steps are not taken by the program team, the issue is raised to the senior management team for action.
FINANCE & FINANCIAL REPORTING
The head of the financial management is the Finance Manager, who works closely with the Executive Director, Programs Manager, and Admin Officer, who are part of the RDSA Management Unit, to report every month. The Finance Manager is the person in charge of the management of the funds at the RDSA level. He/she monitors the budget, prepares the monthly request for funds and drafts the financial reports. The Finance Manager is also responsible for meeting the donor’s demands from the Finance point of view, like procurement regulations and or financial supporting documents. The Finance Manager reports directly to the Programme Coordinator and financial decisions are taken by both in consensus. The financial and administrative accountability system in place assists RDSA in ensuring transparency in the administration of programs and resources, so and value for money is obtained
FINANCIAL REPORTING:
An ad-hoc accounting system is used to maintain electronic records of financial movements of the project, as well as monitor project expenditure against the approved financial forecast plan for the project. RDSA’s financial year runs from January to December, and the financial reporting is handled by Finance officers who report to the Finance Manager. Supporting documentation for the purchases made is checked by the Finance Manager and then cross-checked by the Logistics and Administration Officer, and lastly by the RDSA’s Executive Director.
INTERNAL CONTROLS:
RDSA has 3 signatories who are required to process and sign any form of payment, whether a cheque/ online bank transaction, and these are the Executive Director, the Finance Manager and the Finance Officer. Internal financial, human resources and administrative manuals and procedures are in place and available to guide RDSA personnel on their day-to-day routine work.
